SC bill would define when lt. gov. takes over
A proposed bill in South Carolina would define the chain of command should a governor go missing again.
The bill filed Wednesday by Senate President Pro Tem Glenn McConnell would specify the lieutenant governor would be in charge during a public emergency if the governor is out of state and has been out of touch for 12 hours.
It was among about 120 proposals prefiled for the legislative session that starts in January.
It was filed on the same day a House panel voted against impeaching Gov. Mark Sanford for disappearing in June. It voted instead to reprimand Sanford for secretly traveling to Argentina to meet his lover.
Other bills would ban teens from chatting on a cell while driving and require residents receiving unemployment checks to undergo drug testing.
